Sand Mining

The New Sand Mining Policy of the State of Telangana announced vide G.O.Ms.38, Industries and Commerce (Mines-I) Dtd.12-12-2014 and the Telangana State Sand Mining Rules 2015 issued vide G.O.Ms.No.3, Industries and Commerce (Mines-I) Dtd.08-01-2015 are first of its kind and are unparallel in Pan India.

The extraction ordinary Sand Sale (Minor Mineral) Intrested to Telangana Mineral devolepment corporation an ISO 9001:2015 organization has earned huge revenue to the State Government.

The Objectives and Salient features of New Sand Mining Policy are as below:

Objectives of New Sand Policy

  • To make sand available in sufficient quantity and at affordable price to consumer.
  • Curtailing overloading of sand and damages to Roads.
  • To check over-speeding of Sand Trucks, curtail accidents and loss of life and grievous injuries
  • To curtail illegal activities that are happening around sand excavation and sale

Salient features of New Sand Policy

  1. Source of sand
    • Rivers and Streams i.e., specified sand bearing areas
    • De-silting of Reservoirs i.e., open excavation and dredging operations
    • De-casting of Patta Lands
    • Promote manufactured sand from boulders as an alternative to river sand.
  2. 1st, 2nd & notified 3rd order Streams are left to local bodies for extraction and disposal of sand to meet the local and domestic needs and small value Govt. works with District as a unit as per the decision of District Administration.
  3. 4th & above order streams, Sand excavation and sales are through TGMDC.
  4. Sand excavations strictly in accordance with prevailing WALTA Rules and after obtaining approved mining plan and statutory Clearances.
  5. Sand excavation will be subjected to strict periodical scrutiny by concerned departments as per TSSMR 2015.
  6. Necessary permissions will be granted by concerned DLSC to TGMDC for sand excavation and sales.
  7. Well Equipped Stockyards established and managed by TGMDC with Electronic Surveillance and Electronic Documentation linked to Central Documentation Monitoring Facility.
  8. Sand mining in Schedule  Agency area is in accordance with PESA rules.
  9. De-casting of sand in Pattaland is done through TGMDC to make them viable for Agricultural Use. TGMDC will release beneficiary amount to concerned pattadar directly as per G.O.Ms. No.3 & 54.
  10. Sand is made available free of cost for Government Projects like 2BHK and Irrigation.
  11. Transparency and Accountability through Online Sand Sale Management & Monitoring System.

TGMDC Achievements from New Sand Policy

  1. With full scale implementation of New Sand Policy, TGMDC is able to supply 95% of natural sand requirement.
  2. To greater extent Sand Price is stabilized in the Telangana State.
  3. Government is receiving substantial revenue through Sand Price, GST, Privilege/ Seigniorage fee, Service Charges, Road Damage Charges, TDS and other Statutory Charges.
  4. District Administration and Gram Panchayat will get considerable revenue to take up development and welfare activities.
  5. Sand bearing areas falling under Scheduled Areas are providing revenue to the Tribal Societies from TGMDC as per Samatha Judgment –PESA Rules as sand mining activity is taken up by village tribal society directly.
  6. Illegal mining and over exploitation of river beds for sand has been reduced.
  7. Overloading and damages to the roads has come down.
  8. Accidents have dropped drastically as night transportation is stopped.
  9. Consumer is getting Sand at reasonable Price.
